Neighborhood Backgrounder: Cleaver TIF

 1. Do we have a say?

build a publicly-subsidized 12-story luxury hotel on The Plaza.
 

We have a significant amount of influence - influence to do the right thing for our neighborhood. This is a speculative project requiring approval of several entities, and then the approval for public financing. It is not a “done deal”.

This is a speculative project, as opposed to a company headquarters, a specific retail store, or a Westin Hotel being developed. A hotel has not committed to the project, and neither have condominium owners nor renters.

Regardless of the developer’s intentions, the practical outcome is that our support will be used to sell this project and gain city approval and public financing. This is not a criticism of Wilson Development, this is just the practical outcome.

This is a tentative project for the reasons listed below and later in this discussion.

The information indicates the developer is not totally confident about this development.

   
The developer doesn’t own the property yet for the proposed development, and to our knowledge, does not have any type of long-term development rights for the property.
 
This project has not been formally introduced to the City Planning Department, the TIF commission, or to Maincor, the Main Street planning organization.
 
The current land use plan for this property is governed by only one plan – The Main Street Corridor Land Use Plan. This plan stipulates medium-density residential for this property.
 

Short takeaway: this is not a done deal, and we have many opportunities to use our influence to do the right thing for ourselves, the neighborhood and our city.
